February 12, 2019, Vacaville City Council found merit in allowing North Village Development to apply for a General Plan Amendment to revise the remainder of the North Village Specific Plan Development Project, generally referred to as Area Plan 2 (AP2).

Development Activity Update:  April 30, 2018

August 9, 2016, City Council considered and approved the Vesting Tentative Map and Planned Development to subdivide a 175.7-acre parcel and construct a 295-unit single-family subdivision in Planning Areas 19 and 20 of the North Village Development (North Village Unit 7, File No. 14-056).  

The project site is located directly east of Interstate 505, approximately 1,400 ft. west of Leisure Town Road, approximately 1,100 ft. north of Crescent Drive, and approximately 3,600 ft. south of Midway Road.  The Vesting Tentative Map identifies 127 lots (minimum 4,500 sq. ft.) and a small park parcel (7,460 sq. ft.) in Area 19, and 168 lots (minimum 5,500 sq. ft.) and a large park parcel (21,160 sq. ft.) in Area 20.  Primary access for the subdivision will be provided via an extension of North Village Parkway, with secondary access via an extension of Aster Road from within North Village Unit 6.

The Planned Development includes exceptions to residential development standards for setbacks, lot coverage and minimum frontage width.  The Planned Development also includes four new house plans in Area 19 ranging in size from 1,615 sq. ft. to 3,051 sq. ft., and four new house plans in Area 20 ranging in size from 1,808 sq. ft. to 3,335 sq. ft.  The architectural styles include Spanish, Tuscan and Farmhouse designs in Area 19, and Mission, Cottage and Craftsman designs in Area 20.  Project plans and detailed information related to this project can be found in the July 19, 2016 Planning Commission Packet (Attachment 4).

The site improvement related to roadways and sidewalks are under construction.  

The Developer obtained permits for the Model Home Complexes and plan to begin in 2018.



The North Village Specific Plan provides both general guidelines and specific standards for the development of North Village and sets the arrangement for a variety of land uses. As an implementation tool of the General Plan, the purpose of the Specific Plan is to provide a set of plans, policies, regulations and implementation programs for guiding and ensuring the orderly, future development in accordance with the adopted Land Use Plan.
