Grant funds for the Community Development Block Grant (CDBG) Program are awarded annually to the City by the U.S. Department of Housing and Urban Development (HUD) to provide decent affordable housing, expand the stock of affordable housing, provide a suitable living environment and expand economic opportunities for low and moderate income persons.

Consolidated Plan

2020-2025 Consolidated Plan:  The City has conducted a series of public meetings for development of the 2020-2025 Consolidated Plan and the Analysis of Impediments to Fair Housing update.  To see the public meeting information, please click here, for Spanish click here

Needs Assessment Survey:  To provide feedback on the development of the 2020-2025 Consolidated Plan and Analysis of Impediments to Fair Housing.  An online needs assessment survey was conducted during the months of December 2019 and January 2020 and the results included in the Draft Consolidated Plan.

Comment Period:  On April 12, 2020 a public notice was published in The Vacaville Reporter noticing the start of the 30-day period to comment on the draft 2020-2025 Con Plan, 2020-2021 draft Annual Action Plan and amendment to the Citizen Participation Plan (draft plans).

2015-2020 Consolidated Plan:  The City completed its fifth Consolidated Plan for the City of Vacaville which was approved by HUD and includes the 2015 Analysis of Impediments to Fair Housing.  As part of the Consolidated Plan, the City of Vacaville must certify it has taken steps to Affirmatively Further Fair Housing through the Fair Housing Planning process which includes: the completion of an Analysis of Impediments to Fair Housing, actions to eliminate any identified impediments, and maintaining records of actions taken to affirmatively further fair housing.  The Consolidated Plan authorizes program activities and also is designed to guide decisions regarding housing and community development funds during the five-year period beginning July 1, 2015 and ending June 30, 2020.  See below to review these documents.

Consolidated Annual Performance and Evaluation Report

The Department of Housing Services administers Federal Community Block Grant (CDBG) funding on behalf of the City of Vacaville.

The Consolidated Annual Performance and Evaluation Report (CAPER) is a U.S. Department of Housing and Urban Development (HUD) mandated report for all communities that receive Community Development Block Grant (CDBG) funding. The CAPER details the City of Vacaville’s success in meeting the housing and community development strategies outlined in its HUD-approved Consolidated Plan. 

The draft Program Year (PY) 2018-2019 CAPER was available for public review and comment for 15-days from August 22, 2019 through September 6, 2019

On August 27, 2019, a public hearing was held at the City Council Chambers located at 650 Merchant Street at 6:00 p.m. to discuss and receive comments on the draft PY 2018-2019 CAPER .

All persons interested are invited to be present and submit statements either orally or in writing, prior to or during said hearing. The City will consider all comments in finalizing this document.
