The City of Vacaville has made available to the general public its Community Development Block Grant (CDBG) Consolidated plan for the 2015-2020 period, Annual Action Plan (AAP) for Fiscal Year 2015-2016 to the U.S. Department of Housing and Urban Development (HUD), and Analysis of Impediments to Fair Housing.  The report outlines the activities of the CDBG program for the upcoming year.

Grant funds for community development (CDBG) is awarded annually to the city HUD to provide decent affordable housing, expand the stock of affordable housing, provide a suitable living environment and expand economic opportunities for low  and moderate income persons.

The City completed its fifth Consolidated Plan for the City of Vacaville.  The Plan authorizes program activities beginning July 1, 2015 and also is designed to guide decisions regarding housing and community development funds during the five-year period beginning July 1, 2015 and ending June 30, 2020.  

Specifically, the FY 2016-2017 Annual Action Plan identifies proposed uses of housing and related community development funds, describes activities to be undertaken, summarizes geographic distribution of these activities, details the activities to assist homeless and other special needs households, and describes other actions that support housing and related community development activities in the community.

As part of the Consolidated Plan, the City of Vacaville must certify it has taken steps to Affirmatively Further Fair Housing through the Fair Housing Planning process which includes: the completion of an Analysis of Impediments to Fair Housing, actions to eliminate any identified impediments, and maintaining records of actions taken to affirmatively further fair housing. The City of Vacaville updated the Analysis of Impediments to Fair Housing to address current impediments to fair housing.

Annual Action Plan

On July 23, 2019, a public hearing will be held at the City Council Chambers located at 650 Merchant Street at 6:00 p.m. to discuss and receive comments on the draft FY 2019-2020 Annual Action Plan prior to submission to HUD.   

All persons interested were invited to be present and submit statements either orally or in writing, prior to or during said hearing.   The City considered all comments in finalizing this document.  If you have any comments or questions concerning this process, please call Daniel Huerta at the Housing and Services Department at (707) 449-5664.

The Department of Housing Services administers Federal Community Block Grant (CDBG) funding on behalf of the City of Vacaville.

The Consolidated Annual Performance and Evaluation Report (CAPER) is a U.S. Department of Housing and Urban Development (HUD) mandated report for all communities that receive Community Development Block Grant (CDBG) funding. The CAPER details the City of Vacaville’s success in meeting the housing and community development strategies outlined in its HUD-approved Consolidated Plan. 

On September 25, 2018, a public hearing was held at the City Council Chambers located at 650 Merchant Street at 6:00 p.m. to discuss and receive comments on the draft FY 2017-2018 CAPER prior to submission to HUD.
